You only get 25 personality points when creating a sim, but the optimum personality needs more like 27 or 30.  You can cheat to get the others, using something like the Sim Enhancer program (which you can get at https://modthesims.info/showthread.php?p=5828020#post5828020), but I thought it would be more fun to do it via gameplay.

Using the Personality Point Buyer, you can buy a personality point for §1000.  Buy as many as you want, but they'll cost §1000 each.  So, you can have the personality of your dreams ... just as soon as you earn enough simoleons. :-)

It looks like a blue vase , costs §3. and can be found in the Decorative - Sculpture section of the catalog.

Installation:  Put this object in the Downloads folder of your Sims 1 game, which is usually in C:\Program Files (x86)\Maxis\The Sims\Downloads.  (It's okay to make a subfolder in the Downloads folder if you want to organize things.)

I've used this in my game with no trouble, but if it gives you problems, just delete it.

I've used a magic cookie to prevent conflicts, so this shouldn't conflict with the objects made by other modders.
