This sign is supposed to delete Mrs. Crumplebottom shortly after she appears on a lot, so put this sign on any Downtown lot where you don't want her.  You can find it in the Miscellaneous - Miscellaneous section of Buy Mode.

This mod is currently in testing, but please note that it's NOT supposed to keep Mrs. Crumplebottom from spawning on the lot; it's simply supposed to make her despawn shortly after she enters the lot, before she can cause trouble. :-)

You can edit Downtown if you go there without a sim, or you can use the Build/Buy Mode Enabler from Simslice to edit the Downtown lots even while your sim is there; you can find those enablers at http://www.simslice.com/freebies/ProgramsAndPatches.html.


I've used this in my game with no trouble, but if it gives you problems, just delete it.
